El inicio de Boric en Chile: el empresariado ante una impredecible marcha blanca presidencial

“Sabemos, compatriotas, que el cumplimiento de nuestras metas no será fácil, que enfrentaremos crisis externas e internas, que cometeremos errores y que esos errores los deberemos enmendar con humildad, escuchando siempre a quienes piensan distinto y apoyándonos en el pueblo de Chile”, fue parte del primer mensaje presidencial de Gabriel Boric Font, en la emblemática Plaza de la Constitución.

Mucha épica, anhelos y sobre todo ganas. Sin embargo, lo que muchos pensaron que sería una luna de miel, con todos y todas, de a poco se ha ido transformando en un entramado difícil de gestionar. Paralizaciones de obras, cierre de carreteras por un gremio de camioneros que gana cada día más poder, un conflicto incesante en la llamada Macrozona Sur, hasta ahora, sin solución. Suma y sigue. Y, para colmo de males, ya casi cerrando la semana, declaraciones presidenciales que han puesto en vilo a un sector y en serio riesgo a compañías, proyectos, inversiones y puestos de trabajo.

Si bien sería injusto culpar al gobierno de Boric de algunos issues que se arrastran y mantienen por años, y gobiernos anteriores, tampoco podemos desconocer una serie de errores no forzados, improvisación, descoordinación y autogoles, mismos que han generado una serie de hechos que muchos pensaron, ilusamente, que no iban a suceder, pero están sucediendo.

A todo lo que describimos, se suma una Convención Constituyente que, como su nombre lo dice, está elaborando lo que sería una nueva carta magna, pero que se ha convertido en un gran centro de distribución de malas noticias, errores e infortunios que ni la mejor logística, ni el mejor de los delivery, logrará conducir estos paquetes de medidas e iniciativas a un domicilio conocido, ni mucho menos esperado. Y, como consecuencia, vemos a una ciudadanía tomando distancia y cuando son varias las encuestas que hablan de más de un 50% de la población inclinándose por rechazar una Nueva Constitución. Así, en un nebuloso horizonte, el empresariado ha debido poner en el pie en el embrague, bajar un cambio y sostener cuidadosa, y nerviosamente, el freno de mano, ante cualquier imprevisto.

Obviamente, muchas de estas realidades no se han producido de la noche a la mañana, sino que han sido el resultado de un profundo descontento social, una ciudadanía aburrida de abusos y/o colusiones, que lleva años pidiendo a gritos que se juegue en una cancha pareja. Y donde, lamentablemente, hace décadas que notamos a un empresariado encapsulado y desconectado con lo que sucedía a su alrededor, asumiendo que su realidad se iba a mantener por siempre. Y donde no los vimos dispuestos a pensar más estratégicamente, en el sentido de hacer tempranas y menores pérdidas para aspirar a una relativa ganancia en un mediano – largo plazo. Y cuando hablamos de ganancia, no hablamos de lo económico sino a la posibilidad de poder operar sus negocios con riesgos acotados y en un marco de estabilidad, al menos razonable.

En todo este “auspicioso contexto nacional” es crucial que la clase empresarial ponga en valor su rol, tome una posición en los asuntos públicos y sea capaz de articular un tejido relacional que incluya a distintos actores, llámese empresas, emprendedores, comercios, gremios y la academia, para que juntos puedan trasladar sus posturas, sensibilizar sobre las mismas, influyendo y empujando en pos de una urgente estabilidad regulatoria e institucional, condiciones indispensables para una decidida y real reactivación.

Hasta el cierre de esta columna se sigue hablando del proceso de instalación y de los llamados 100 días, junto a una serie de lugares comunes. Sin embargo, debemos asumir que la nueva realidad no permite tiempos tan extensos, como antaño, sino que requieren de autoridades y equipos que sean capaces de entrar al ruedo ya, desenvolviéndose de la mejor manera posible, entendiendo que no hay tiempo, deseos, ni mucho menos voluntad para seguir esperando. Y esto no corre sólo para el Gobierno, sino también para el empresariado y una necesidad irrenunciable de defender sus ideas y proyectos empresariales.
